Minutes: Jan. Meeting

The meeting was called to order by Pres. Jake Kanoy who gave a brief report on the last Board meeting and the status of the building project.   The building plans were presented to the Southern Pines Town Council and their cooperation was asked to overcome the current “non-permitted use” zoning.  Jake was told to meet with the town planner to write up a zoning permit and then present that to the Council for approval.  Jake recommended that we continue to work with Southern Pines.  Regarding a question about dues, the board decided to keep the dues as they are in case we have to modify the original building.  In other action, the board approved cleaning the building and paying for a Life Membership with quarterly payments, with the provision that if the full payment isn’t received by the end of the year the regular yearly dues will be subtracted and the remainder applied to the Life Membership payment for the next year.  Jake appointed Dwight Creech to the unexpired term vacated by Tim Eckersley when he was elected Treasurer.  Dwight was also appointed Chairman of the Legislative Committee. 

Next month’s program will be provided by NRA Representative, Kirk Smith, who will tell about many of the NRA’s programs.

Members were reminded that it is their responsibility to sign in on the monthly meeting attendance rooster. Please write legibly.

The yearly gun safety and range rules program was presented by David Prest and Gerry Prange.  The three basic rules are: 1. Keep the muzzel pointed in a safe direction at all times – evaluating constantly; 2. Keep finger off the trigger until have a direct intention to shoot – acquired target in the sights; 3. Keep gun stored separately from the ammunition – together only when at the range and all there are in agreement to shoot.  Don’t go down range to check targets until all guns are unloaded, chambers open and guns lying down - with mutual agreement that the line is clear. Keep targets off the ground, being sure the bullet will impact in the berm before shooting – no ricochets!  Shout “going hot” before shooting especially if using a large bore rifle. Wear eye and ear protection.  Any member who sees a safety violation should give correction.  Bring own stapler, spotting scope, and be considerate of other shooters.  Hang targets correctly and don’t shoot up target posts.  Remove your targets, replace shot up targets and posts, and pick up brass before leaving.  Must be an NRA member to shoot or bring guests and anyone under age 18 must be under the direct supervision of a NRA member.   Remember to sign in, including guests, and to sign out.  Instruction was given to interested members on using the new trap – do not use without previous instruction.

Minutes: Dec. Meeting

The meeting was called to order by Frank Staples who then turned the meeting over to Jake Kanoy.  Jake reported the club funds were the same as last month with additional monies for dues received at the beginning of the meeting.  The new treasurer, Tim Eckersley, will receive the books as soon as he and Jake can go over the accounts together.

Jake then gave us the status of the building. The majority of the property is in the Whispering Pines jurisdiction, but the partial with the club house, and up to the road, is in the Southern Pines jurisdiction.  Currently, the land is zoned as “non-conforming use”, which means no expansion and repairs only up to 25% of the value. (i.e. the county would like to get rid of all non-conforming property.)  Southern Pines now doesn’t accept metal buildings and requires paved parking & access to the road.  We could petition Southern Pines to release the land and rezone it all in Whispering Pines, which would solve the metal building and paving issue, but would put it all in a “conditional use” zone. That would then mean figuring out how to write up the conditions of use, etc.  Jake has been in contact with the Chairman of the Southern Pines Town Council and thinks the best path is to ask the Council for their advice and possible ways to solve the issues.  So far, all the people he has talked with have been in positive about the club, so he thinks they will be willing to work with us when they can decide how to word a document.  He will keep us informed and is sure a resolution will be reached.

When asked about the current dues structure, Jake responded that they will stay in effect for this year.  IF the building doesn’t come to be, dues may be adjusted for next year.  The funds collected for the building will not be spent on anything other than a new building or repair of the old one.

In the discussion that followed, it was stated that our being a non-profit organization might be seen as a negative by a zoning board, but that the zoning ordinances do provide for a “variance” for possible problems.  Suggestions were made to ask the NRA and attorneys in the club for advice.

The meeting was adjourned for our youngest members to play “Santa” and pass out the Christmas presents.

Next meeting is Tuesday, Jan. 18, at 7 PM.  This is the annual safety & range rules program and required for all members who use the range. Also, the new gate combination is to be announced. If you shoot trap, you will need to learn when training on the new trap shooter will be held.  See you for dinner, so be sure to bring some of that good food!
