Minutes: Nov 16, 2004 Meeting

The meeting was called to order by President Frank Staples.The minutes were approved as printed in the Newsletter.  Treasurer Jake Kanoy reported $20,274.87 in the bank.

There were no Old Business or Committee Reports.

David Prest responded to questions on why we need a new club building by recounting the many problems, i.e. bathrooms, bird droppings, condition of the building and added that it is also needed so the club leaders can fulfill the constitution in areas of conservation, youth, and education as well as maintaining the range and a wildlife habitat.  The club should promote a positive response from people in the community.  He also said that the club is working on an outdated dues schedule.

Dwight Creech read a copy of Resolution Supporting the MCWCC New Clubhouse Building Project and moved that the project be accepted.  The motion was seconded.  Discussion followed with a question raised about who is responsible for payment of the loan.  Jake Kanoy answered that the board of directors are ultimately responsible.  On the question about the new constitution’s section on “members responsibility not absolved upon resignation,” Marsh Smith explained that relates to money, such as dues, that the member may owe the club and not related to money the club may owe on a loan.  The motion passed with one vote against.

The floor was open for nominations for club officers and the following were elected without opposition:
President – Jake Kanoy,
Vice President – Frank Staples,
Treasurer – Tim Eckersley, and
Secretary – Libby Staples. 
Directors elected for the class of ’07 were Darrell Collins, Mike Beaumont, and Larry Burkett.

David Prest said the major difference of the proposed constitution is that it gives the board more authority to make decisions without having to wait until the November Annual Meeting.  Tom Nacca moved to accept the new constitution, Dwight Creech seconded and the motion passed with no opposition.

Questions about the new dues were raised and Jake Kanoy stated they were included in the new constitution, but went on to explain that past dues had been minimal, just covering expenses while insurance will double for this year and improvements to the range have been higher.  Money raised by the raised dues in the past three years will provide part of a down payment on the new building.  Kanoly Builders will oversee and build the building with no profit and a cap of $130,000 on the project including a new well and septic system.  With $116,000 borrowed for 15 yrs, at 6% interest, payments will be about $12,000 per year.  We currently get $4,000 per year over the regular expenses.  Based on a membership of 150 at $120 per year, the club should have no problem meeting the payments.  The cost can be lowered by club members helping with carpentry, painting, electrical, etc.  If club membership continues to grow, he hopes to build up funds for activities, range improvements, and trap & skeet ranges. The meeting was adjourned.

Minutes: Oct 19, 2004 Meeting

The meeting was called to order by Pres. Frank Staples. The minutes of the last meeting were approved as presented in the Newsletter with the correction of the date of the Oct. meeting to Oct. 19.

Treasurer Jake Kanoy reported a balance of $21,103. This year we have taken in $14,398 which includes a $1,200 grant from the NRA for the Youth program and a $100.00 donation for the Building Fund. Our expenses included a one-time $1500 for a survey of the property, putting gravel on the roads twice instead of the usual once, renting two porta-potties, and an insurance premium that doubled. Overall, the club has gained about $5,000 a year from the dues increase three years ago. The club is looking at a dues increase that would cover a new building and leave about $5,000 for range and other maintenance. Darrell Collins moved to accept the treasurer’s report and it was seconded.

Committee Reports:

David Prest, Chair of Youth Committee, reported that the last two Thursday nights had more youth than there are targets, but any youth who wants to come is welcome. He expects to purchase more supplies within the next two weeks.

Darrell Collins, Chair of Range Committee, gave thanks to the crew who came out for the work day and cleared part of the boundary line, put up all new target backboards, and posted "shooting" signs around the property. He told us that anyone who wants to help doesn’t have to wait for a Work Day but could come at their convenience the clear the boundary line path.

New Business:

Dwight Creech asked to tell the club that the Christian Educator Convention met in Myrtle Beach this summer with the NRA sponsoring a booth and holding an Eddie Eagle workshop with David Prest volunteering his time to help. Many Christian schools are now using the Eddie Eagle program.

Frank Staples reminded the members that voting a "straight" party ticket did not mean you had voted for your presidential candidate. The President’s and judge’s ballot must be "marked" separately. Darrell Collins suggested that we all do research on the judges running for office. Grass Roots NC and NRA have voting guides.

Libby Staples presented the boards slate of candidates to be voted on at the November meeting: President-Jake Kanoy, Vice-President-Frank Staples, Treasurer-Tim Eckersley, Secretary-Libby Staples, Directors-Chuck Ballard, Mike Beaumont, Larry Burkett. Since Tim is a board member now, we also need a fourth nominee for director. Directors retiring are: Darrell Collins, Carson Cox, and Dan Henson. [After the meeting was over, Darrell Collins agreed to serve another term as director.]

David Prest explained the new Constitution/By-laws draft. The draft will be e-mailed tonight, along with a revision suggested by Gerry Prange, and if anyone has a concern they are free to contact a board member before the board meeting Monday night, Oct. 25.

Frank Staples prefaced the report on the club house with a recoup of what has happened so far: club members were asked for suggestions last year with no response, the board met & developed options which were presented to the membership and finally received input. After consideration of the members concerns, the board decided to go with an option slightly larger than the current building.

Jake Kanoy presented the boards decision. He presented the plan to build a Butler metal building with metal roofing at an estimated $135,000 cost. Kanoy Builders will build it "at cost". We expect to borrow about $100,000.00, take $15,000 from our account, and raise $20,000 from various ways — contributions to the down payment being on of them. The board will ask for permission to borrow up to $120,000.00. With the current membership number, we will need approx. $62.00 extra per member or about $120.00 per year per family. If we attain our maximum membership it would drop to about $90.00 per year. The building would have space for a kitchen, two rest rooms, a storage room, and would be about 12 feet wider than our current meeting room. If all goes well, the building could be completed as soon as May.

Libby Staples announced the board’s suggested dues as $120.00 for a Family and $150.00 for an Associate with a new member initiation fee of $50.00. The $25.00 fee for late renewal of membership would remain as it is. There was a short discussion of the effect of the dues on membership, suggestions of possible ways to make the building more appealing for groups to rent, some concerns, and some statements in support of the board. Darrell Collins moved the meeting be adjourned, which was quickly seconded.

Minutes: Sep 21, 2004 Meeting

The meeting was called to order by Pres. Frank Staples and the minutes approved as printed in the newsletter.
Treasurer Jake Kanoy reported no significant expenditures or income since the last report.

There was no Old Business.

Committee Reports:

Darrell Collins announced a work day for Saturday, Oct. 2 to work on the boundary line and the range. Coffee & doughnuts will be provided. Darrell thanked everyone for their cooperation at the range.

David Prest reported four youth, and sometime seven or eight, regularly attending the 7:00-9:00 Thursday night air rifle shoots. The junior program is for youths up to 20 years of age, with emphasis on gun safety. He hopes to ask the club to provide the team with T-shirts with a MCW&CC logo. He reminded everyone that all of the equipment used by the youth was paid for by money raised at NRA banquets. Other beneficiaries of the NRA include FFA, Boy Scouts, VFW, and Women on Target.

New Business:

Darrell Colllins would like to know of Boy Scouts in the area so the club could offer them use of our facilities.

Frank Staples announced another Robin Sage class coming up in October and that volunteers are needed in/from the Robbins area.

Doug Morris asked that the club find a new manager for the web site.

Gerry Prange asked for time to speak "I wish to apologize for remarks made in the e-mail discussion . . . that shouldn’t have been made". He went on to say how he continues to have a sense of wonderment at the facilities and land we inherited from the founders of the club, along with their by-laws promoting wildlife, conservation, and hunting, and the importance for the club to go forward for the future.

A suggestion was made that orientation include copies of the club by-laws and list of officers and directors for each new member.

Be at the next two meeting if you want to be an influence in the club. There will be the board recommendation on the clubhouse, by-law/constitution changes, and a slate of officers presented to vote on at the November meeting.

A new member spoke about a club he attended in New Jersey that built a new club house and the club bloomed. Scouts and other groups paid to use the new building.

Ed Nicely said he was accepting donations to use door prizes for the NRA Banquet.

Ed then introduced Kirk Smith, the area’s new NRA representative, who was our speaker for the night. Mr. Smith told us about the First Annual Education Summit consisting of twenty high school students who learned about state government for four days in September. They attended classes on the 2nd Amendment (what you don’t learn in school) and public speaking, received copies of a new study by John Lott, spent an hour with four of the state’s justices at the Supreme Court, and had dinner with several legislators, all part of competing for a trip to Washington DC and a $10,000 scholarship. He asked for volunteers to chaperone the group next year.

Minutes: Aug 17, 2004 Meeting

The meeting was called to order by President Frank Staples and the minutes were approved as printed in the newsletter.
Treasurer Jake Kanoy reported a balance of $20,889.85.

David Prest reminded us that the NRA Banquet will be held Oct. 7, 6:00 P.M. at the Holiday Inn in Southern Pines. Most of the money raised will used in NC to support shooting programs including the youth program at our club. There will be live and silent auctions and raffles after supper. Among the raffle items will be a Winchester rifle valued over $2,000.00 and a rifle made at Montgomery Technical College. Tickets can be bought at Ed’s Gun Shop or from members Frank Staples, David Prest, and Carson Cox.

We received a notice from the NC Wildlife Federation that they will hold a training day for members interested in serving on various committees on Sept. 18.

Jake Kanoy presented a print-out of the club boundary lines.

It was mentioned that someone has been shooting at paint cans and left them on the range. Please clean up after using the range!

Frank Staples announced that the assault rifle ban is about to run out, unless Congress renews it. Ed Nicely said that the NC legislature has passed the law saying that a person with a concealed carry permit no longer needs a permit to buy a gun. David Prest added that NRA license plate is available and that Gov. Easley has signed the concealed carry bill, license plate bill, and a reciprocity bill with twenty-two other states.

The meeting was adjourned for a program presented by Joe McDonald, on the board of the NC Wildlife Federation who spoke on the activities of the Federation and how the Sandhills Area Land Trust helps protect wildlife habitats.

Minutes: July 20, 2004 Meeting

The meeting was called to order by President Frank Staples, and the minutes were approved as printed in the newsletter. There was no treasurer’s report.

Committee reports:
Darrell Collins reported the property is now surveyed. and it’s possible to walk the property line. It takes about an hour to hour and a half due to the sharp slashed undergrowth and wetlands. Signs reading "Caution Shooting" have been ordered from the NRA to be placed around the property.

David Prest reported that the youth had time off due to the weather. They have been shooting at the range when there have been no thunderstorms or rain. They will be taking part in match shooting in the near future.

Ed Nicely announced that the NRA Banquet will be Oct. 7 and that items for the silent auction are needed as well as is help to run the event. Both Ed and Carlos have donated a gun to the auction. He also reported that the NC legislature passed a law saying that a person with a concealed carry license may purchase a handgun without a permit – as soon as the governor approves the law.

Frank Staples stated that Virginia is the most progressive pro-gun state.

Libby Staples reported that about 20% of the membership has responded to the survey on a new building and about 2/3 of the responders have pledged a donation – the average amount being $350.00.

Program:
The meeting was adjourned for a program by David Prest on Competitive Shooting. Camp Perry, near Lake Erie, holds several types of shooting matches including black powder, pistol, small bore rifle, service rifle, and National Championship. He told us of his experience at the pistol match starting with a schooling & safety lecture the first day and the second day on the firing line firing at 25 yds. and 50 yds. with timed rapid fire and slow fire. There were about 1,200 shooters there for the National Match and David fired both as an individual and as part of one of the NC teams. The NC Master Team took 2nd place at the match. David Prest has accumulated the required number of points to earn the Distinguished Award. He explained the Service Rifle competition is held, and told us that there’s shooting in NC at Camp Butner and Camp LeJeune.

Minutes: June 2004 Meeting

The meeting was called to order by Pres. Frank Staples and the minutes were approved as printed in the Newsletter. There was no treasurer’s report as Jake Kanoy was out of town.

Committee Reports: David Prest reminded us of the Youth Air Gun Shooting on Thursday’s from 7-9 PM. He said that on some of these hot and long summer days the youth uses to the range to shoot. He sees the youth program as not only teaching marksmanship but also other character traits such as responsibility and a competitive spirit.

Darrell Collins reported all new boards were installed and asked that if anyone sees holes in the boards to tack up new boards and leave the old ones in the trash area. He asked for someone with a bush hog to volunteer to cut the weeds and brush on the range. He is available for ideas, complaints, etc. and can be reached at 673-1701.

The NRA Banquet will be Oct 7 at the Holiday Inn. The funds raised there help run our Youth Program as well as others around the state.

Doug Morris, our web site designer, asks for photographs for the web site.

The meeting was then opened for discussion of the survey. Frank Staples expressed his opinion that the club should promote the shooting sports. Darrell Collins read a letter from Gerry Prange supporting a new building with suggestions on how to achieve it (a copy can be e-mailed to anyone interested – or read at Ed’s). Ed Nicely explained different options on a building location - one being near the road so it can be rented out, that would free up the current location to build a skeet range which could earn the club money by charging non-members to shoot. He also said he will put his name on the line to guarantee a loan for a new building. Someone suggested waiting for 2 years to see if we can raise the money needed and another person agreed. Fred Soloduk suggested that we re-do the old building and not build a new one since he and some others just want to shoot. Different people expressed their opinions, both pro and con, on the need to make the facility sanitary (i.e. bird droppings). Some younger members said they wanted to bring their wives and daughters and would appreciate a nice facility. Fred Soloduk told how money was raised for a Boy Scout camp through donations and a fund raising drive and the project completed without money coming from any of the troop members. Someone else said the club Board of Directors should make the decisions and let the members know their plans.

Minutes: May 2004 Meeting

The meeting was called to order by Pres. Frank Staples. The minutes were approved as printed in the Newsletter. There was no treasurer’s report. No committee’s had reports.

Frank Staples reported that the Board was discussing a new building and that the board is open to comments and/or ideas about building a new club house. The question was raised "Why build a new building? The club has existed "50 years in the old building" and "can’t we tolerate it [heat and cold] without going into debt?" Vilma Geisert suggested putting Board member’s names and phone numbers so members can respond with suggestions and ideas. Discussion followed with suggestions on how to survey the club members and types of questions to include. Dwight Creech said he wasn’t in favor of an assessment of the members, that he had heard $200 being spoken about. There was discussion about the cost of repairing the old building and results of examining the building. Gerry Prange has checked the support poles and said the four corner poles have water damage and the others could be stubbed. He had no idea of how much that would cost.

Steve Craven checked the well and says that there is no well, just a pipe driven into the ground and no pump at this time. He said we need to forget about it and drill a new well.

The meeting was turned over to attorney Marsh Smith for the program. Beginning with the statement "Land is a precious commodity . . . worth protecting", Mr. Smith proceeded to explain how the Land Easement can help keep our land as it is now without being a hardship on the land owner by utilizing agreements between wealthy buyers, who get desirable tax credits, and ordinary land owners, who can end up owning and using land protected by non-profit groups such as NC Land Conservatory with no financial hardship.

There will be no program in order to permit Jake Kanoy, David Prest and Ed Nicely to present the thinking of the MCW&CC Board on the subject of building a new club house. Minutes: April 2004 Meeting

The meeting was called to order by President Frank Staples and the minutes approved as printed in the newsletter.

Treasurer Jake Kanoy reported $22,037.62 in checking and $492.85 in savings.

Darrell Collins thanked all those who came for the clean-up saying it was the best turn out ever. However, someone is nailing targets to the frame. PLEASE DON’T NAIL TO THE TARGET FRAMES! There are tacks, staples, hammers, and tools for everyone to use. The archery range just needs bales of straw to be ready. He reported about fifty pounds of lead picked up on the range.

James Laubscher reminded us of the $10,000.00 fine for burning trash without a permit. Please, no more burning trash at the range.

Frank Staples read a letter from Billy McKenzie that contained more history of the MCW&CC.

Internet items of interest: you can reply to Senator Edwards concerning his statements about protecting lawful firearm rights, keeping firearms out of children’s hands, and his concerns about broad immunity to gun manufacturers. Letters were left out for members to read after the meeting.

David Prest commented that children and guns make a wonderful opportunity for learning responsibility. He took the club air-rifle team to Camp Butner and used the 100-yd., 400-yd. and 600-yd. Ranges. One shooter scored 92 at the 600 yd. distance! He requested that our range be reserved for shooters from Calvary Christian on Sat. May 8th, from 9 AM to 4 PM, with all kids invited to come shoot all day along with any adults who would like to come help. He asked if the club could buy MCW&CC SHOOTING TEAM T-shirts for the ones on the team.
Gerry Prange suggested work on the range to make prone shooting at longer distances feasible and safer.

We have another $1,000 commitment for the lodge.

A board meeting is scheduled for Tuesday, April 27 at Ed’s gun Shop.

Jake asked for volunteers to replace the pump. CT moved to have a plumber check it out and give an estimate, motion was seconded. We agreed to get the water tested, also.

Program:
The meeting was adjourned for the program presented by Dwight Creech and David Prest on current NC gun laws. Dwight suggested that we all consider getting a concealed carry permit – to make your gun legal whenever it is in the car and to be less likely that politicians will try to modify the law.

March 16, 2004 Minutes

Treasurer Jake Kanoy called the meeting to order at 7pm. He asked Dwight Creech to give the blessing before dinner. Members enjoyed a covered-dish supper, and the business portion of the meeting began at approximately 8pm.

Old Business:
Jake said the club has 150+ members.
Liability Insurance: old coverage was $1300 a year, new coverage will be $2200 a year. Jake is investigating fire insurance coverage at $750 a year.

The club balance of $22,581 should be around $20,000 after pay-outs.

New Business:
Jake said a new building would cost between $70,000 and $100,000. He suggested assessing each member a one time $100 fee. Concerns from members present were that this fee was unaffordable. Members must decide how to raise funds to build it. It was suggested that many fund raising events be planned for summer. Ed Nicely suggested receiving donations from members who could afford it. A pledge section could be inserted into the next newsletter to get an idea of how much would be donated by these members. Ed pledged $1000.00 to begin the fund raising. It was suggested that names of donors be placed on a plaque to hang in the new building.

Program:
After old and new business was concluded, the meeting was turned over to Kim Hyre from Weymouth Center. She discussed pine trees and the history of tar production. During Kim’s presentation the electricity went out. After 30 minutes of darkness, the meeting was adjourned and members carefully dispersed at about 8:45pm.

Jan 2004 Minutes

The meeting was called to order by President Frank Staples. There were no minutes, as the December meeting was the Christmas party.

Treasurer Jake Kanoy said we had $5500 in paid dues and expected a total of about $12,000 this year. Since expenditures run about $6,000 we should have about $6,000 to do things the club needs to do.

Darrell Collins reported new targets and backboards are in place. He plans a work day in March that will only last 2-3 hours, if 8-9 people show up to help. The group will fix the archery area with new pressure-treated posts and straw bales. Ed has targets. He reminded everyone to wear ear protection for yourself and your children [at the range].

Old Business: Frank Staples reported that the Board is studying different options for the clubhouse, especially the feasibility of a new building.

Eric Titter needs volunteers to help with the Army’s Robin Sage program – the final stage in training solders qualifying for the Special Forces.

A question was raised about the lake’s level, and Ed and David Boles said they have pipe to be installed in warmer weather.

Jake presented some options on replacing the clubhouse, how we love the rustic look, but birds and non-working rest rooms (that can’t be fixed) have spoiled it. He thinks it can be replaced in the $60,000 range. If the whole amount is borrowed the monthly payments would be about $500 which is about what we could cover now. Other options include taking $10,000 from reserves funds, assessing members $100 each, or substantially increasing the initiation fee to $100-$150. Whichever option is chosen, we can have a nice club house the same size with rest rooms, kitchen, heat & cooling, which we may be able to rent out to other groups.

Jake also reported that we have new paperwork from the state showing the official club name as Moore County Wildlife & Conservation Club, Inc. Ed Nicely is the contact person, if the state ever wishes to send any official correspondence.

New Business: Doug Morris would like to have some help with HTML programming. He asks that we check out the web site and send comments and pictures. The new website URL is MCWCC.ORG. You can reach the members-only pages from there by using the gate combo as the password.

The new gate combination (3220) will be changed as soon as Frank can do it. Until then, use the old combination (1776).

We adjourned the meeting for the yearly gun safety, range rule review conducted by Gerry Prange.

Dec 2003 Minutes

There are no minutes since we did not have a formal meeting. We did enjoy the music presented by Carson Cox’s girls. Thank you girls, you gave a great performance.

Several years ago, the club voted to require attendance at a yearly range rules and safety presentation. Historically, this presentation has been at the January meeting. This year Gerry Prange will present the information and will have maps that will show the likely impact of ricochets when firing on the 100-yard range. These maps will help you understand the danger and why you have seen it mentioned in the newsletter so often. If you cannot make it to the January meeting, please join David Prest for one of the orientations he presents at 6 PM before most meetings, or arrange to go over the material with Gerry Prange, Dwight Creech, or a club officer

The new number for the gate and other locks will be announced at the meeting.

If you have not sent in your renewal form, we will accept renewals at the January meeting. Renewals received after the meeting will be considered subject to the $25 re-initiation fee. If you need a renewal/application form, please see Ed Nicely, or fill one out here: Application.

Supper is at 7 PM on Tuesday, Jan. 20 with the safety review following. See you there!
